GENERAL STATEMENT OF DUTIES
Performs complex professional and administrative work in planning, organizing
and managing the County's tourism, special events, and related capital projects
and services. Coordinates with other departments and agencies, volunteers,
community, business, regional, and state groups; creates stakeholder task groups
for promotions and events; develops, recommends, and implements approved tourism
strategies, including marketing, programs, events, and projects that increase
the awareness and tourism draw of Bath's attractions, historical and
recreational amenities, sports, arts, and special events.
ORGANIZATIONAL RELATIONSHIP
As a department head, work is performed under the general supervision of the
County Administrator. Supervision of contractors and administrative support
staff, as needed. Broad range of coordination with tourism stakeholders,
including community groups and leaders, for development and fulfillment of
tourism plans, programming, and budgeting, and to create synergy between tourism
efforts.
EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
• Develops and implements an annual marketing plan to promote tourism,
including promotional materials (electronic and media ads, profile sheets, and
tradeshow displays);
• Drafts and manages the annual tourism budget, incorporating public input as
a part of the County's annual budgetary process;
• Works with the Chamber of Commerce, Parks and Recreation, forestry,
cultural, historical, aeronautical, regional and other groups to support the
development and implementation of tourism related activities;
• Oversees development and maintenance of the tourism web site and its social
media components;
• Implements a yearly review of potential tourism activities that may receive
County funding (micro-grants);
• Assists, creates, and helps to coordinate special events that attract
tourists by working with other tourism stakeholders (i.e., departments, regional
groups, businesses, sports, historical, others);
• Manages the fulfillment program for visitor inquiries;
• Tracks and analyzes the effectiveness of tourism marketing initiatives;
• Provides public presentations;
• Prepares regular reports to the Board of Supervisors regarding tourism
programs, including annual plan reviews;
• Researches and writes grants to assist tourism development;
• Maintains a national, state, regional, and local profile in the travel
industry through associations, committees, and marketing cooperatives;
• Attends trade shows, conventions, and conferences to promote Bath County as
a tourism destination and to bid for related tourism events (e.g. festivals,
competitive sporting events);
• Arranges and hosts travel writers and Virginia Tourism visits to the region;
• Supervises staff assisting with events and tourism programming; and
• Assists County Administrator in development of tourism-related capital
projects.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of tourism marketing principles, including requirements of a
variety of tourism and special events activities. Knowledge of how to conduct a
special event for large groups of participants and spectators. Ability to
recruit and lead volunteers and partner with groups on tourism and special event
activities. Comfortable working with hoteliers, other tourism services and
attractions, regional and State agencies, to increase tourism activity.
Encouragement of positive media coverage of the County and its assets. Must meet
reporting requirements for complex activities including budget development,
grant applications and economic impact statements. Knowledge of office software,
including email. Web site development and maintenance important. Organizational
skills required to develop and manage capital projects related to tourism, as
assigned. Ability to present ideas verbally and in writing, make public
presentations and organize group meetings. General knowledge of first aid
practices and techniques.
MINIMUM EDUCATION AND EXPERIENCE
Bachelor's degree from an accredited college or university with major work in
tourism, public relations, business, marketing, recreation, public
administration or related field preferred. A minimum of three years'
professional experience with organized tourism, special events, and marketing,
with additional experience preferred. Excellent verbal, written, and
presentation skills. Strong interpersonal skills and ability to provide
leadership. Experience in working with staff and volunteers.
SPECIAL REQUIREMENTS AND RELATED OBLIGATIONS
The successful applicant will possess and maintain a valid Virginia Motor
Vehicle Operator's License. Applicants must be proficient in Microsoft Office
packages or equivalent. Web site design and management ability desired.
Applicant must have and maintain a driving record acceptable to Bath County and
its insurance carrier(s). Works extensively on weekends. Bath County residence
within six months of job acceptance preferred. Non-traditional work schedule,
with overnight travel, accepted norm. Performs other related duties as required.
PHYSICAL DEMANDS
Involves frequent walking, standing, driving to observe and manage various
programs and activities. Use of computers and motor vehicle operation. Physical
tasks including bending, stooping, crawling, lifting and carrying items weighing
15 to 50 pounds. Vocal communication, hearing, and visual acuity required.
WORK ENVIRONMENT
Office work is generally conducted indoors. Special events and field work will
be held outdoors in all weather conditions. Extensive regional travel is
required. Fieldwork requires spatial interpretation, judging heights, distances,
slopes and the like. Regular contact is made with outside organizations and
internal organizational units. Frequent direct contact with the media, tourists,
businesses, other agencies, and special events organizers and participants.
Frequent and regular contacts made with County staff and the general public.
Communication is cooperative, with diplomacy and tact.
